Goyang Accelerates Final Push for "Hub-Type Smart City"
Aiming for Completion in June Next Year; Total Project Cost Reaches 40 Billion Won
Entering Full-Scale Implementation of Eight Core Smart Services
Goyang Special City (Mayor Lee Donghwan) has embarked on completing the final piece of its "Hub-Type Smart City Development Project" as part of its leap toward becoming a next-generation advanced city. The city recently announced that it has finished selecting all companies for service implementation and has officially entered the full-scale development phase, aiming for completion in June next year.
According to Goyang Special City on December 22, the 40 billion won budget for the "Hub-Type Smart City Development Project," which the city has been actively pursuing, was reduced by 3 billion won during the 2026 main budget review. As a result, the city will need to secure this amount again through the first supplementary budget next year.
This project was selected as a national public offering by the Ministry of Land, Infrastructure and Transport in 2023, securing the entire 20 billion won in national funding. However, of the matching 20 billion won in municipal funding, only 14 billion won had been secured. The city requested the remaining 6 billion won in the 2026 main budget, but 3 billion won was cut during the city council's review, resulting in a funding gap.
To prevent bottlenecks in full-scale service development due to insufficient local funding, the city plans to secure the necessary funds through the first supplementary budget of 2026. In particular, if the budget is not secured, some of the project funds may have to be returned. Therefore, the city intends to continuously identify and present project achievements and continue discussions and persuasion with the city council.
This project, selected by the Ministry of Land, Infrastructure and Transport, is a large-scale initiative that will establish eight advanced smart services in the fields of transportation and urban management throughout Goyang City.
Key services include the first-ever introduction of "autonomous buses" in northern Gyeonggi Province, a "wildfire monitoring and missing person search system" utilizing drones, and AI-based smart services. These are expected to allow citizens to directly experience advanced technology in their daily lives.
An official from Goyang Special City stated, "Active cooperation from the city council is essential to ensure that smart services, which will dramatically improve citizens' quality of life, are implemented without setbacks," adding, "Through completion in the first half of next year, we will establish Goyang as a smart hub city in northern Gyeonggi Province."
