The Northern Gyeonggi Provincial Government and three labor unions at the Gyeonggi Provincial Government (the Gyeonggi Provincial Government Employees' Union, the National Public Officials Labor Union Gyeonggi Provincial Branch, and the Gyeonggi Integrated Public Officials Labor Union) announced on December 22 that they have been regularly operating the "Labor-Management Monthly Cooperation" program, which has laid the groundwork for meaningful organizational culture improvements and the restoration of trust between labor and management.

"Labor-Management Monthly Cooperation" is a forum that gathers feedback from the field on administrative operations and overall employee welfare, where union representatives and management staff work together to find solutions. The meetings are chaired by the Director General for Balanced Development Planning, with participation from relevant departments and union executives from the northern region to discuss key issues.


From July to November, the program addressed a variety of agenda items related to improving the work environment, such as the staff cafeteria, fitness center, and employee welfare. In August, the Director General for Balanced Development Planning and union leaders took part in serving meals at the staff cafeteria, creating an opportunity for direct communication with employees. In October, a sports event for labor-management harmony was held, which was well received by staff members.


The program operates by sharing key agenda items in advance for each session, and after the meetings, the progress of follow-up actions is transparently communicated.


Agenda items discussed include diversifying the staff cafeteria menu, relocating solar power facilities, and developing new delivery methods for the printing room, all aimed at enhancing employee welfare and the overall work environment. As the system of prompt implementation of improvement measures, following discussions between management and the union, has become established, employees are experiencing tangible changes.


In particular, as the labor-management communication system has become regularized and the cooperative structure has been strengthened, the National Public Officials Labor Union Gyeonggi Provincial Branch has created a new position, "Northern Chief Deputy Branch Head," dedicated to communication at the northern government office, further enhancing practical response and cooperation.


The provincial government assessed that this regular communication structure is fostering an empathy-based organizational culture, and plans to continue expanding the culture of mutual growth and cooperation between labor and management through "Labor-Management Monthly Cooperation" in 2026 as well.


Kim Sangsoo, Director General for Balanced Development Planning, stated, "Labor-Management Monthly Cooperation is not just a meeting, but a process of building an organizational culture based on mutual respect, trust, and genuine collaboration. As labor and management communicate and work together, we will not only improve employee welfare but also strengthen the link between the provincial government and its organization, as this synergy leads to more proactive administration for residents."
