AI Tax Chatbot Project Recognized as an Exemplary Case
Geumcheon District in Seoul (District Mayor Yoo Seonghun) has won two awards in the '2025 Civil Service Evaluation' organized by the Seoul Metropolitan Government. On December 21, the district announced that it had been selected as an 'Outstanding Institution (Encouragement Award)' in the 2025 Comprehensive Evaluation of Civil Administrative Services by Seoul. This marks the fourth consecutive year Geumcheon District has been recognized as an outstanding institution, following the Encouragement Award in 2022, Excellence Award in 2023, and Encouragement Award in 2024.
This year’s evaluation covered a total of 338 organizations, including Seoul City Hall, affiliated offices, investment-funded organizations, and autonomous districts. For statutory civil complaints, three categories were assessed: compliance rate with processing deadlines, rate of shortening processing periods, and performance in simplifying required documents. For Response Center complaints, four categories were evaluated: compliance rate with processing deadlines, rate of shortening processing periods, citizen satisfaction, and 120 Consultation Database performance.
Geumcheon District received a perfect score in compliance with processing deadlines for statutory civil complaints and achieved the highest score in simplifying required documents. For Response Center complaints, Geumcheon District scored 85.5 points, surpassing the autonomous district average of 75.7 points, ranking second among all districts.
Geumcheon District’s project to build an artificial intelligence (AI)-based tax guidance chatbot was selected as an 'Outstanding Case (Excellence)' in the '2025 Seoul Civil Service Improvement Best Practices.' The city’s expert review committee conducted a written evaluation of 50 cases, focusing on creativity, utility, and impact, and shortlisted 15. After in-person evaluations, a total of nine cases (one grand prize, three excellence awards, and five encouragement awards) were chosen as best practices.
The Geumcheon District tax guidance chatbot serves as a 24-hour channel for resolving tax-related civil complaints, and has been recognized for simultaneously enhancing convenience for citizens and administrative efficiency in the era of digital transformation.
The district identified the need to improve civil services after noting that accessing tax information via the existing district website required multiple search steps and resulted in a high volume of repetitive complaints. In particular, repeated inquiries regarding verification of national industrial complex locations within the district, registration license tax filing and payment, and mistaken payments and refunds led to a continuous increase in the burden of complaint processing.
The tax guidance chatbot provides frequently requested tax information-such as local tax filing and payment, verification of national industrial complex status, and guidance on exemption and refund procedures-in an interactive and prompt manner. This significantly reduced the number of website search steps and simplified complex administrative procedures, thereby improving user satisfaction. As simple and repetitive complaints were resolved through the chatbot, the number of phone and in-person complaints decreased, creating an environment in which public officials could focus more on professional consultations and specialized work.
