Andong City Council Special Budget Committee Conducts ‘Thorough Adjustment’ of 2026 Budget

General Account Reduced by 11.1 Billion Won

The Andong City Council’s Special Committee on Budget and Accounts, chaired by Jeong Boksoon, conducted a rigorous review of the 2026 budget proposal and decided to reduce the general account by 11.1 billion won.


This reflects a commitment to identifying and eliminating non-essential projects amid worsening fiscal conditions, while simultaneously enhancing both public satisfaction and fiscal efficiency.

The Special Committee held a total of five meetings over seven days, including the weekend, from December 12 to 18, to thoroughly review the 2026 budget proposal as well as the 4th supplementary budget for 2025.


With a reduction in local allocation tax expected in 2026, following a similar situation in 2024, the committee focused its review capabilities on distributing limited resources rationally and equitably.


In particular, based on the results of administrative audits, the committee made bold budget adjustments to projects that had poor performance or caused conflict among citizens.


For infrastructure projects such as facility investments, the committee avoided scattered investments and instead pursued a concentration strategy to maximize effectiveness, while also assessing fiscal sustainability by considering future operating costs. Whether each project aligned with the unique functions and work characteristics of each department was also a key criterion.


As a result, it was decided to reduce the general account by 11.14 billion won in the 2026 budget proposal. However, the committee took a preemptive measure by increasing the budget by 210 million won for one item-general service fees for safety disaster and loss adjusters-anticipating that, if a special law on relief and support for large-scale wildfire damage is passed by the National Assembly and a reconstruction committee is established under the Prime Minister, support could be extended to even atypical damage cases, thereby enabling swift recovery for affected residents.


The results of the Special Committee’s review and adjustments are as follows: ▲ A reduction of 11.14 billion won in the general account within the 2026 budget proposal ▲ An increase of 210 million won for one item in the general account ▲ All other items, including the 4th supplementary budget, were approved as originally proposed.


Chairperson Jeong Boksoon stated, “Gradual improvements are being made in response to demands for sound fiscal management, such as minimizing carryover budgets and surpluses and reducing lump-sum project costs. However, there are still some project allocations that are difficult to justify. I hope that limited resources will be used more rationally and efficiently, leading to greater convenience for citizens and further development of the region.”
