Suncheon City Council Concludes 291st 2nd Regular Session

2026 Main Budget Finalized at a Record High
Total Set at 1.5669 Trillion Won

The Suncheon City Council (Chairman Kang Hyeonggu) concluded its 291st 2nd regular session with the third plenary meeting on December 19, wrapping up this year’s legislative activities that began on November 25.

During this regular session, the council began by reviewing the second supplementary budget bill for 2025, and conducted the 2025 administrative audit, identifying 406 city improvement and recommendation items as well as 32 exemplary cases.

The main budget for Suncheon City for 2026 was finalized and approved at a record high of 1.5669 trillion won, an increase of 90 billion won compared to this year’s main budget.

Meanwhile, considering the 2026 local election schedule and Suncheon City’s fiscal situation, the council boldly cut the entire 194.5 million won budget for next year’s overseas training for public officials and related items.

In the plenary session, Assemblyman Yang Dongjin proposed and passed a resolution urging the realization of historical justice by the Yeosu-Suncheon 10·19 Incident Truth Investigation Report Planning Group; Assemblyman Lee Boknam proposed a resolution urging the designation of depopulation areas and improvement of related systems; Assemblyman Woo Seongwon proposed a resolution urging the withdrawal of the reduction in rice farming stabilization funds by Jeollanam-do; Assemblyman Kim Taehun proposed a resolution urging support for work-life balance in the public sector; and notably, Assemblywoman Choi Mihui proposed and passed a resolution urging a solution to the December 29 Jeju Air passenger plane disaster.

Meanwhile, the Administrative and Autonomy Committee passed six items, including a partial amendment ordinance on support for herpes zoster vaccination in Suncheon City, as originally proposed; approved three items, including the agreement to confer honorary citizenship of Suncheon City; and passed one item, the ordinance on the prevention of workplace harassment in Suncheon City, with amendments.

The Culture and Economy Committee passed as originally proposed one ordinance on supporting the operation of mobile markets to resolve rural food deserts in Suncheon City, and passed with amendments one partial amendment ordinance on promoting investment attraction in Suncheon City.

The Urban Construction Committee passed as originally proposed four items, including a partial amendment ordinance on the creation and management of urban forests in Suncheon City; approved one item regarding the establishment of the 2025 Suncheon City Basic Architectural Plan; and passed with amendments one ordinance on establishing a safe delivery culture and supporting businesses in Suncheon City.

The Suncheon City Council plans to convene its 292nd extraordinary session in February next year to deliberate and decide on the 2026 work report and general agenda items.
