Gijang County in Busan Launches “Civil Service Partner System” for Responsible Handling of Complex Complaints

Minimizing Inconveniences in Civil Service Processing

Gijang County (Governor Jung Jongbok) has introduced a new “Civil Service Partner System” to minimize inconveniences experienced by residents during the civil complaint process and to provide more proactive and responsive administrative services.


The “Civil Service Partner System” is designed for complex civil complaints that require coordination among multiple departments and take more than three days to process. Under this system, the team leader of the department responsible for the complaint is designated as the “civil service partner,” who will provide responsible support throughout the entire complaint process.


The system covers a total of 41 types of civil complaints, including food business permits, waste treatment facility notifications, development activity permits, factory registrations, and building permits. The civil service partners are comprised of 22 team leaders, each with extensive administrative experience in their respective fields.


When a relevant complaint is received, the team leader of the responsible department is automatically designated as the civil service partner. This individual will monitor the entire process from receipt to completion, providing systematic and accountable administrative services for complex and challenging complaints.


If a complaint cannot be processed or is rejected during the process, an explanatory session will be held, bringing together the complainant and relevant departments to provide direct guidance on the matter. Through this approach, the county aims to minimize resident dissatisfaction with complaint outcomes and reduce unnecessary repeat visits by complainants.


Additionally, Gijang County will operate a separate “Civil Service Partner Task Force Team” to continuously oversee and manage the overall operation of the system, while also working to improve the system and enhance the quality of complaint services.


Governor Jung Jongbok stated, “Through the operation of the Civil Service Partner System, we will be able to provide responsible administrative services for complex complaints involving multiple departments,” adding, “We will minimize inconveniences experienced by residents during the complaint process and realize a civil service administration that earns the trust of the community.”
