Gochang County Holds Policy Forum on Creating a Renewable Energy Complex

Presentations on Guidelines for Installing Agricultural Solar Power and More

On December 19, Gochang County in North Jeolla Province held a policy forum at Dongri Gugakdang under the theme "Creation of a New Renewable Energy Complex through the Installation of Agricultural Solar Power," seeking new directions for energy transition based on resident participation.

According to the county, the purpose of this policy forum was to establish a regional development strategy based on renewable energy together with local residents and to discuss policies aimed at strengthening public acceptance.


This initiative, led by Gochang County as the first local government to do so, marks a significant first step toward creating a renewable energy complex centered on resident participation as a model for energy transition.


The forum was chaired by Lee Seokho, a researcher at the Green Energy Institute, and featured presentations by Professor Lim Cheolhyeon (Korea Energy Engineering University) on "The Vision of the Renewable Energy Complex Project and Strategies for Linking with RE100 Industrial Complex," Professor Soon Byungmin (Chungnam National University) on "Profitability and Policy/Stakeholder Analysis of Agricultural Solar Power Introduction," and Secretary-General Nam Jaewoo (Korea Association for Agricultural Solar Power) on "Guidelines for Installing Agricultural Solar Power and Building a Resident Participation Base."


Professor Lim Cheolhyeon presented strategies for linking with RE100 industrial complexes and the direction for project implementation. Professor Soon Byungmin explained the key priorities for farmers and the government through policy trends and profitability analysis. Secretary-General Nam Jaewoo emphasized design standards, the roles of local governments and residents, and ways to enhance public acceptance.


The comprehensive discussion included participation from Shin Dongwon, a researcher at the Korea Environment Institute; Kim Geunho, a researcher at the Green Energy Institute; and Yang Junoh, Director of Saemangeum Development Corporation. They discussed suitable project implementation methods for Gochang County, resident participation-based benefit-sharing models, and institutional improvement tasks.


The county has been gathering residents' opinions through explanatory sessions and site visits to agricultural solar power installations, and it plans to continue pursuing strategies for communication with residents and securing public acceptance.


County Governor Shim Deokseop stated, "Protecting the intrinsic value of agriculture and guaranteeing the rights and interests of county residents are at the core of Gochang County's energy policy. Moving forward, we will design future strategies together with residents, actively reflect their opinions in the policy-making process, and share them with everyone in the county."
