A Time for Communication on the Maintenance Plan Opinion Proposal

This meeting was organized to facilitate direct communication with residents regarding the 'Opinion on the Establishment of the Inchang-dong Redevelopment Project Maintenance Plan and Designation of Maintenance Area,' which was recently adopted by the city council. The purpose was to clearly convey the council’s intentions and to listen to any difficulties encountered during the project’s implementation process.
The meeting was attended by Council Chair Shin Donghwa, Vice Chair Kim Seongtae, Operations Committee Chair Jeong Euncheol, as well as council members Kwon Bongsoo, Yang Kyeongae, Kim Yonghyeon, and Kim Hansle, who engaged in an in-depth discussion on the maintenance plan proposal.
During the meeting, Guri City Council members clarified the facts regarding recent rumors about the council supporting a specific development method. The members explained, "The council’s opinion is not about supporting or opposing a particular project method. Rather, it is intended to minimize conflicts by including the voices of minority residents who express concerns about large-scale development methods."
In particular, they emphasized that, with reference to the 'Act on Support for Urban Complex Development' enacted in October 2024 and enforced in February 2025, the intention is to provide residents with accurate information when promoting future redevelopment and reconstruction projects. They requested that the executive agency thoroughly compare and analyze the existing plans with the revised 'Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents' to review whether there are more advantageous options for residents. They made it clear that this was never an endorsement of any specific project method.
Furthermore, the council reaffirmed that this opinion proposal was jointly sponsored by eight council members, including the principal sponsor, Kim Hansle, and is an official outcome of the entire council, not an individual’s intention. The council’s opinion does not have legal effect as a binding or compulsory decision in administrative procedures, but rather serves as a 'recommendation' for the executive agency to consider when promoting the project.
According to confirmation from the executive agency, the 'Inchang-dong 590 Redevelopment Project' obtained consent from more than two-thirds of the residents as required by relevant laws and completed the application for the establishment of the maintenance plan and designation of the area in March. The project is now awaiting scheduled legal procedures, including reviews by the Guri City Landscape Committee and the Urban Planning Committee.
Guri City Council Chair Shin Donghwa stated, "Because redevelopment projects are sensitive issues directly related to residents’ property rights, the council’s official opinion must not be distorted or misused for the benefit of any particular group." Chair Shin further urged, "Going forward, the executive agency must provide citizens with accurate information, including any enactments or amendments to relevant laws and regulations, to ensure their right to know is fully protected."
Meanwhile, Kim Hansle, the council member who sponsored this proposal, stated, "If any actions are taken to mislead public opinion for purposes such as project promotion, contrary to the intent of the opinion proposal, we will actively consider taking strong countermeasures."
