On December 19, Sangju City held a personnel committee review and carried out its regular personnel appointments for the first half of 2026, confirming promotions for a total of 71 individuals.
This round of appointments covered all job categories, including administration, technology, welfare, and health, aiming to strengthen both organizational stability and policy execution.
In this round, Joo Yongdeok, head of Hamchang-eup, was promoted to Local Administrative Director, while Kim Jincheol, head of the Safety and Disaster Division, was promoted to Local Science and Technology Director. Lee Sangik from the Planning and Budget Office was selected for promotion to Administrative Grade 5, further supporting the city’s planning functions.
Promotions to Grade 6 focused on key personnel in practical roles.
For Administrative Grade 6, five individuals were promoted: Kim Hyunsoo (Urban Division), Woo Kisuk (Environmental Management Division), Lee Aerin (Planning and Budget Office), Jang Yeongeon (Oeseo-myeon), and Joo Youngseon (Saemaeul Sports Division). In addition, promotions were evenly distributed across various categories such as IT, social welfare, industry, agriculture, forestry, health, facilities, and driving, thereby strengthening departmental expertise.
Promotions to Grade 7 included nine in administration, three in social welfare, two in agriculture, and one each in forestry, health, medical technology, facilities, cadastral, broadcasting, and communications. Notably, there was a reinforcement of personnel in areas directly related to citizens’ daily lives, such as civil affairs, welfare, agriculture, and safety.
The largest group was promoted to Administrative Grade 8, with 20 individuals assigned widely across towns, townships, and key departments at the main office, thereby expanding the administrative base.
This round of appointments emphasized job suitability and field experience over seniority. Sangju City plans to place skilled personnel in key positions to accelerate response to public needs and the implementation of policies.
