Wonju City Releases Results of Special Audit on Dangye-dong Community Center Operations
Noncompliance with Audit Findings, Disregard for Directives, and Undermining of Transparency and Fairness

In September, Wonju City in Gangwon Province conducted a special audit on the overall operations of the Dangye-dong Community Center, including the appropriateness of collecting and spending facility usage fees and class fees for the operation of the center, as well as the appropriateness of the appointment and dismissal of community council members.

The main issues identified in the audit were the collection of class fees exceeding the 30,000 won limit stipulated by ordinance for center programs; improper expenditures outside the permissible scope for class fee spending (including the operation of a separate account under the pretext of a subsidy project); proxy collection of facility usage fees for the community center; monopolization of facility management authority; and inadequate management of operational bylaws.


In response to the audit, the Dangye-dong Community Council asserted that it holds independent authority under explicit regulations regarding program planning and operation, as well as the determination, collection, and expenditure of class fees, claiming these are statutory rights.


The Wonju City Auditor stated that if the Dangye-dong Community Council does not accept the findings, the city plans to refer any legal violations to investigative authorities in December in accordance with relevant laws and administrative procedures.
