Yangju City Passes Ordinance on Establishment and Operation of Culture and Tourism Foundation in City Council

The "Ordinance on the Establishment and Operation of the Yangju Foundation for Culture and Tourism" was passed at the 383rd regular session of the Yangju City Council held on December 18.

With the passage of this ordinance, Yangju City has secured a legal foundation for establishing a dedicated organization to pursue cultural, artistic, and tourism promotion policies in a more professional and systematic manner, marking the official beginning of preparations to become a leading city of culture and tourism.


The Yangju Foundation for Culture and Tourism will specialize in leveraging and connecting the region’s abundant resources to carry out initiatives such as enhancing citizens’ cultural welfare, developing tourism content, responding to national and provincial grant projects, and revitalizing local culture and tourism.


In particular, the foundation will actively seek and attract various external funding sources-including securing national and provincial grant projects, promoting public-private partnership initiatives, and raising donations-to stably implement culture and tourism projects that are difficult to sustain with the city’s own budget alone.


As the proportion of government grant projects in the tourism sector is expected to increase, the foundation is set to function as a specialized organization that proactively responds to government policy directions and identifies grant projects tailored to the needs of the region.


Through these efforts, the city expects to substantially ease its financial burden in the culture and tourism sector and establish a sustainable business structure by reinvesting the secured external funds.


Following the enactment of the ordinance, Yangju City plans to complete the procedures for establishing the corporation-including approval of contributions, formation of the board, preparation of articles of incorporation and regulations, and holding the inaugural general meeting-within the first half of the year, with the goal of launching the foundation in the second half of 2026.


A Yangju City official stated, "The establishment of the Yangju Foundation for Culture and Tourism is significant in that it creates a foundation for pursuing culture and tourism policies stably through external resources rather than relying solely on the city’s finances. Through the launch of the foundation, we will expand citizens’ opportunities to enjoy culture, systematically discover and foster cultural and tourism resources, reduce the city’s financial burden, and enable more efficient fiscal management."


Meanwhile, in support of the enactment of this ordinance, related organizations, institutions, and universities voluntarily gathered their opinions and officially submitted them to the city. The Yangju Branch of the Gyeonggi Province Residents’ Association for Apartment Representatives also conducted a petition campaign, collecting 10,186 citizen signatures to urge the swift establishment of the Yangju Foundation for Culture and Tourism.
