Jongno District in Seoul (District Mayor Chung Moonheon) has been officially recognized as the local government providing the highest level of administrative services in the country.
On December 19, Jongno District announced that it had received the Presidential Award at the 15th Local Government Productivity Awards, hosted by the Ministry of the Interior and Safety. The district achieved the top honor nationwide by demonstrating outstanding competitiveness across all areas, including administrative and financial capabilities, care and welfare, safety and health, as well as education and culture.

The Local Government Productivity Awards is an evaluation hosted by the Ministry of the Interior and Safety and organized by the Korea Productivity Center (KPC). It comprehensively analyzes the relative level of policy outcomes of local governments across the country by measuring them with a productivity index.
In this year's evaluation, the district achieved balanced results across all sectors, and in particular, received the highest S grade in administrative and financial capabilities, care and welfare, and education and culture.
In the education and culture sector, Jongno District recorded the highest level nationwide in indicators such as the expansion of cultural infrastructure and the utilization of lifelong education facilities. The district's proactive policies to improve residents' access to education and opportunities to enjoy culture in their daily lives received high marks. Jongno District also achieved excellent results in indicators such as the utilization of childcare facilities, local medical conditions, fiscal independence, and fiscal autonomy.
This year, the district improved the urban environment and revitalized local businesses through initiatives such as bus transportation fare support, the completion of public parking lots in Samcheong-dong, Changsin-dong, and Ogin-dong, and the opening of Gwanghwamun Square. The 'Jongno Emergency Bell,' introduced for the first time in the country, set a new standard for disaster response systems and earned a total of six awards, including the Prime Minister's Award.
Chung Moonheon, Mayor of Jongno District, stated, "This Presidential Award is the result of translating Jongno District's administrative capabilities into policy and an achievement made together with our residents. We will address areas that need improvement and further strengthen our advantages to ensure the continuous growth of Jongno."
