This evaluation was conducted by the Ministry of the Interior and Safety, comprehensively considering the execution speed, execution rate, appropriateness of administrative procedures, and efforts to minimize confusion on the ground for the livelihood recovery consumption coupons across 243 metropolitan and basic local governments nationwide.

As a result of the evaluation, among the 31 cities and counties in Gyeonggi Province, four local governments, including Hwaseong City, received the highest grade.

From the early stages of the project, the city was highly rated for its thorough advance preparations and interdepartmental collaboration for the distribution of consumption coupons, establishing a swift and systematic execution system, and focusing on ensuring that the coupons led to actual consumption and tangible policy effects.

In particular, the city implemented on-site, citizen-focused administration to minimize inconvenience, such as identifying vulnerable groups and operating a visiting application service, promoting the expansion of eligible stores, and operating a dedicated civil complaint response team, achieving a first-round distribution rate of 99.2% and a second-round rate of 97.7%.

The city was also recognized for its efforts to ensure that the distribution of consumption coupons led to increased local spending, such as operating on-site consumption promotion programs for citizens and public officials.

The city plans to reinvest the secured national funds into livelihood-related projects aimed at realizing a basic social safety net.

Jung Myung-geun, Mayor of Hwaseong City, stated, "The livelihood recovery consumption coupon is significant in that it promotes a virtuous cycle of spending within the local community, centered on shops and markets," adding, "We will continue to pursue various policies to revitalize traditional markets and neighborhood businesses and to restore the local community together with our neighbors."
