Saeteul Village Project Gains Final Approval from Ministry of Land and HUG
Initiative Launched to Improve Living Conditions in Flood-Prone, Aging Housing Areas

Gwangsan District in Gwangju is set to fully launch a project to improve living conditions in Samdo Unpyeong Village.


On December 18, Gwangsan District announced the implementation of the "Saeteul Village Project (Living Condition Improvement Project for Vulnerable Areas)" in Samdo Unpyeong Village, with an investment of 3 billion won. Recently, the Ministry of Land, Infrastructure and Transport and the Housing and Urban Guarantee Corporation (HUG) gave final approval to the comprehensive master plan for the Saeteul Village Project.

The Saeteul Village Project aims to improve residential conditions in areas lacking basic infrastructure and vulnerable to safety risks. Since being selected for the Ministry of Land, Infrastructure and Transport's public contest last year, Gwangsan District has gathered opinions through a residents' council and developed a project plan reflecting both residents' needs and local conditions. With government review committee approval, Gwangsan District will invest a total of 3 billion won, including national and municipal funds, by 2029.


Samdo Unpyeong Village is an area prone to frequent flooding, with a high proportion of aging homes and persistent safety hazards. With a vision of creating a "comfortable and pleasant village to live in," Gwangsan District will focus on safety, environment, and community initiatives. The project will include drainage maintenance, slope reinforcement, and the demolition and maintenance of hazardous facilities. Basic infrastructure such as water supply, village roads, and communal recycling stations will also be expanded.


To improve sanitary conditions, traditional toilets and slate roofs will be removed. Boiler, window, and wall repairs for aging homes will be carried out simultaneously. The project also includes community revitalization efforts, such as building a new senior center, introducing village activity programs, and providing resident education.


Alongside the Samdo Unpyeong Village project, Bia Keundorangjil Village has also been added as a recipient of additional support. The Saeteul Village Project in Bia Keundorangjil Village, with a budget of 2.7 billion won, was selected for the Ministry of Land, Infrastructure and Transport's "2025 Public-Private Partnership Old House Improvement Project." Five local governments were selected nationwide. This project, with participation from Habitat for Humanity Korea, the Housing and Urban Guarantee Corporation, and private companies, will support improvements to residential environments. As a result of being selected, residents are expected to see a reduction in the burden of home repairs.
