Ulsan Ulju-gun Named 'Excellent' for Second Consecutive Year in Ministry of Health and Welfare Medical Benefits Evaluation

Beneficiary-Centered Case Management and Home-Based Medical Benefits Recognized

Ulsan Ulju-gun has been selected as an excellent institution for two consecutive years in the '2025 Medical Benefits Program Evaluation' conducted by the Ministry of Health and Welfare.


According to Ulju-gun on December 18, this evaluation comprehensively analyzed 11 indicators across five areas for local governments nationwide: overall medical benefits performance for all beneficiaries, case management performance, home-based medical benefits performance, collection rate of improper medical benefit payments, and the operation of medical benefit education, public relations, community linkage, and review committees.


Ulju-gun was recognized for its transparent and efficient management of medical benefit finances, as well as for operating a proactive, beneficiary-centered case management system, achieving outstanding results among local governments nationwide. In particular, its customized management aimed at the actual health recovery and independence of medical benefit recipients received high marks.


In the home-based medical benefits program, the county identified a large number of beneficiaries within the region and supported a shift from hospital-centered care to enabling care and treatment in daily life. Through these efforts, Ulju-gun established a foundation for medical benefit recipients to adapt to and reintegrate into the community in a stable manner, while also contributing to healthcare cost reduction and the establishment of a proper culture of medical benefit utilization.


An Ulju-gun official stated, "We have focused on providing human-centered services that go beyond simple policy implementation to carefully consider each beneficiary's health status and living environment," adding, "We will continue to strive to ensure that medical benefit recipients can lead healthy and happy lives through field-oriented case management and comprehensive support."
