Paju City in Gyeonggi Province completed the designation of the Jayuro Rest Area as a road zone on December 8, 2025, and finalized the transfer contract with Gyeonggi Province on December 11, 2025, thereby securing final ownership and management rights over the Jayuro Rest Area. To commemorate this, the city held the "Jayuro Rest Area Transfer to Paju City Commemoration Ceremony" on December 17, 2025.

The Jayuro Rest Area was established in May 2003 by Gyeonggi Province, which managed Local Route 23 at the time, to provide convenience for road users. In November 2008, Jayuro was upgraded to National Route 77, and the road management authority was transferred to the Ministry of Land, Infrastructure and Transport. Although Paju City became the road management authority in 2011 due to an administrative district reorganization, the rest area was not transferred, resulting in an ownership dispute with Gyeonggi Province that lasted for more than 10 years.
To resolve the ongoing conflict, Paju City officially requested mediation from the Central Dispute Mediation Committee of the Ministry of the Interior and Safety in 2023, initiating a full-scale effort to solve the issue. Following consultations with related agencies, the Central Dispute Mediation Committee decided on April 18, 2025, to transfer the management and operation rights of the Jayuro Rest Area to Paju City, thereby bringing the long-standing dispute to an end.
As a result, Paju City can now directly manage all aspects of the Jayuro Rest Area's operations and plans to gradually implement strategies to revitalize the rest area in connection with the local economy.
Kim Kyoungil, Mayor of Paju, stated, "We will create a vibrant rest area where everyone visiting Paju can relax and enjoy their time."
