Strengthening the Authority of the National Police Commission
Deployment of Over 1,200 Additional Investigators
The National Police Agency announced that it will conduct pilot operations of the autonomous police system in select cities and provinces starting in the second half of next year, with the goal of fully implementing the system nationwide by 2028.

At a work briefing presided over by President Lee Jaemyung at the Government Sejong Convention Center on the 17th, the National Police Agency stated its plan to strengthen democratic oversight of police administration by amending the Police Act to enhance the legal status and authority of the National Police Commission.
The agency will provide constitutional and human rights education to all police officers and, in collaboration with the private sector, assess the state of human rights protection in the field, thereby reinforcing the value of upholding the constitution and human rights throughout all police activities. The online police civil complaint portal will be integrated and linked as "Police Civil Complaints 24" to improve accessibility, and an artificial intelligence (AI) system capable of providing 24-hour support for everything from civil consultation to legal guidance will be developed and implemented.
In line with the personnel appointments in the first half of next year, the National Police Agency plans to deploy an additional 1,200 investigators with specialized investigative expertise to field investigation units. It will also enhance the competency evaluation of investigative commanders and expand recruitment of professionals such as lawyers and accountants in investigative roles, thereby strengthening the agency’s capacity to investigate crimes affecting everyday life. To prevent abuse of police authority, the agency will ensure the effective operation of the "Police Investigation Review Committee," which includes external experts as members.
The National Police Agency plans to mobilize all available resources to respond to crimes that threaten the daily lives of ordinary citizens, aiming to safeguard the public’s peace and safety.
For repeated incidents of the same type at industrial sites, the agency will collaborate with the Ministry of Employment and Labor to conduct prompt and rigorous investigations, including compulsory measures and arrests. It will also strengthen monitoring of activities such as the dissemination of false information that undermines community trust.
