The Community Social Security Plan is a core welfare plan that every local government in the country formulates every four years in accordance with the Framework Act on Social Security. It is a comprehensive plan that sets policy directions in various fields such as welfare, health, culture, and education, based on surveys of local residents' needs and analyses of local resources. Yangpyeong County was awarded the grand prize for its highly effective resident participation-based planning, meticulous policy implementation tailored to local characteristics, and strengthened public-private cooperation.
In addition, Yangpyeong County achieved outstanding results in various fields, including being named the best in Hope Welfare Support Team operations, excellence in providing on-site health and welfare services, the top award in disability welfare projects, and the excellence award for customized elderly care services. This marks a remarkable achievement of winning welfare administration awards for 11 consecutive years. In the Gyeonggi Province evaluation, the county also received the excellence award for discovering neighbors in crisis and public-private cooperation, was recognized for excellence in identifying and supporting those in welfare blind spots during the winter, and received the excellence award for the Universal Care Project, demonstrating outstanding performance across all areas of local welfare.
The county cited the establishment of a dense human safety net, the creation of a rapid response system to meet residents' needs, and the introduction of proactive welfare policies as the key factors behind these awards. In particular, it explained that the active participation and cooperation of local residents were the main driving forces behind the tangible achievements.
Governor Jeon Jinseon of Yangpyeong County stated, "Winning the Grand Prize for Implementation Results of the Community Social Security Plan proves that the values and direction of Yangpyeong County's welfare administration, centered on residents' lives, are correct," adding, "Building on the achievement of winning welfare administration awards for 11 consecutive years, we will further strengthen a comprehensive and warm welfare system that residents can truly feel."
