Expedited Integrated Planning to Begin in the First Half of Next Year
Redevelopment Zones to Be Designated Within Two Years
1109 Geumho-dong and 305 Yeongeon-dong Removed from Candidate List
Eight locations, including Doksan-dong in Geumcheon-gu, Sinsu-dong in Mapo-gu, and Singil-dong in Yeongdeungpo-gu, have been selected as candidates for expedited integrated planning housing redevelopment in Seoul.
The Seoul Metropolitan Government announced on December 17 that it had held the 6th Housing Redevelopment Candidate Site Selection Committee meeting on December 15, selecting eight areas as candidates for expedited integrated planning. With these latest additions, there are now a total of 144 zones designated for expedited integrated planning redevelopment.
The eight newly designated candidate sites are: 979 Doksan-dong and 1022 Doksan-dong in Geumcheon-gu; 90-31 Singil-dong in Yeongdeungpo-gu; 16-179 Jeongneung-dong in Seongbuk-gu; 300-1 Haengdang-dong in Seongdong-gu; 250 Sinsu-dong in Mapo-gu; 310-15 Suyu-dong in Gangbuk-gu; and 300 Sinsa-dong in Eunpyeong-gu.
These areas were selected based on a comprehensive assessment of their high levels of aging, the large number of semi-basement homes, the urgent need to improve residential environments, the willingness of residents to participate, and their connectivity to nearby development projects.
The area around 300 Sinsa-dong has an aging rate of 83% and a semi-basement housing ratio of 73%, making it a deteriorated low-rise residential zone. The area around 1022 Doksan-dong is adjacent to a previously designated redevelopment project, and is expected to benefit significantly from improved infrastructure connectivity, such as roads. The area around 250 Sinsu-dong is notable for strong resident participation, with over 70% of residents in agreement with the redevelopment.
Meanwhile, at this committee meeting, two public redevelopment candidate sites-1109 Geumho-dong in Seongdong-gu and 305 Yeongeon-dong in Jongno-gu-were removed from the list due to strong resident opposition, which made project implementation difficult. The standard for cancellation by the district office is opposition from at least 30% of landowners or opposition covering at least 50% of the land area. For canceled public redevelopment sites, the district mayor will issue a cancellation decision, notify the public developer, and then formally cancel the candidate status.
Additionally, the advisory plan for the area around 416-53 Mangwon-dong, which was conditionally selected in the previous committee meeting, was approved with conditional consent.
The selected candidate sites will receive subsidies for the establishment of maintenance plans, and the designation of the redevelopment zones will be completed within two years through expedited integrated planning. During the planning process, the business feasibility adjustment coefficient, current floor area ratio, and three-dimensional parks-introduced in the 2030 Urban and Residential Environment Improvement Master Plan-will be applied according to local conditions to ensure the projects are viable.
To prevent speculative transactions such as gap investments, the selected candidate sites will be designated as land transaction permission zones. In addition, to prevent speculative activities such as splitting ownership shares, the authorities will announce the base date for rights calculation for each candidate site and impose restrictions on building permits in accordance with the Building Act.
Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, "The selected candidate sites are deteriorated and substandard residential areas with extremely poor infrastructure, where improving the residential environment is urgently needed. Through expedited integrated planning, we will provide administrative support to ensure rapid housing supply and create better living spaces."
