Namyangju City Selects 12 Outstanding Cases for the 2025 Active Administration Best Practices
Namyangju City in Gyeonggi Province (Mayor Joo Gwangdeok) held the '2025 Active Administration Best Practices Competition' at Dasan Hall on the 16th, awarding 12 outstanding cases selected directly by citizens.

This competition was organized to share the achievements of public officials who alleviated citizen inconveniences over the past year. It was broadcast live through the city's official YouTube channel, 'Namyangju TV,' allowing citizens to participate in real time.
Among 58 active administration cases submitted by various departments, 12 that passed the preliminary document review advanced to the finals, where they were presented on site.
Notably, the evaluation method was 'citizen participation-based,' allowing citizens to directly assess administrative achievements. The final outstanding cases were selected by combining the scores of a 12-member on-site judging panel composed of citizen representatives and experts (70%) and a real-time viewer evaluation panel (30%).
As a result, the grand prize went to the Byeollae Urban Architecture Department for "Complete Removal of a 40-Year-Old Shamanic Shrine! Bulamsan Mountain Returns to the Citizens!" The top excellence awards were presented to the Parking Management Department for "Correcting Illegal Parking Encroaching on Sidewalks: Restoring Common Sense," the Employment Policy Department for "Changing a 27-Year Practice: UPGRADE of Namyangju City's Public Works Project," and the Future City Department for "Schools, Parks, and Communities as One! Creating a City Ideal for Raising Children."
Additionally, four cases received the excellence award, including the Citizen Mayor Officer's "Mom, the Way to School Is Safer Now!" Four cases, including the Culture and Arts Department's "Modern Reinterpretation of Jeong Yak-yong's Practical Philosophy! 2025 Jeong Yak-yong Robot Competition," were selected for the encouragement award. To further promote active administration, 10 outstanding cases that did not make it to the finals were separately recognized with the effort award.
The city plans to boost morale and encourage active administration among public officials by providing recipients with preferential personnel measures such as bonus points for promotions, the highest performance ratings, and preferred transfers, as well as top-level incentives among local governments nationwide, including overseas training, prize money, and special leave.
Mayor Joo Gwangdeok stated, "We will strive to ensure that public officials who actively resolve citizen inconveniences receive fair and reasonable rewards, so that a culture of active administration can take root. We will continue to focus on citizen-centered active administration to alleviate everyday inconveniences and rationally improve various regulations."

Meanwhile, starting this year, the city has been operating the 'Pro-Mokmin Officer System,' the nation's first rapid advisory body for active administration, composed of veteran public officials from each field, to further strengthen 'citizen-centered active administration.' This system was introduced to quickly resolve citizen inconveniences and difficulties in handling civil complaints and permits, and has already addressed a total of 33 citizen inconveniences this year alone.
In this competition, four outstanding cases of active administration achieved through collaboration with Pro-Mokmin Officers were selected as this year's winners, demonstrating the system's excellence and effectiveness.
Next year, the city plans to focus all administrative efforts on creating a happy and livable city for its citizens by promoting active administration and field-oriented regulatory reform centered on the Pro-Mokmin Officer System.
