This award is presented annually by the Ministry of SMEs and Startups to individuals or organizations that have achieved outstanding results in identifying and improving regulatory challenges faced by small and medium-sized enterprises and small business owners, as well as in fostering a business-friendly environment and boosting corporate vitality.

Since the establishment of the Regulatory Innovation Division in October 2022, Gangwon Special Self-Governing Province has received several institutional awards for remarkable achievements in regulatory innovation. Notably, this is the first time that the province has been awarded an institutional commendation from the Ministry of SMEs and Startups in the field of corporate regulatory innovation, and Gangwon Special Self-Governing Province is the only metropolitan government to be selected for this honor.

The province has set 'regulatory liberalization' as its top priority since the creation of the Regulatory Innovation Division, and has directly reflected the voices of businesses by operating a Corporate Regulation Team, introducing an ombudsman system for companies, holding on-site and joint corporate regulation meetings, and running a corporate regulation advisory group.

Additionally, Gangwon Special Self-Governing Province signed a business agreement with the Small and Medium Enterprise Ombudsman in October 2024 and has established a close collaborative system through joint meetings, identifying and resolving various corporate regulations, thereby contributing to the creation of a business-friendly management environment.

Kwak Ilgyu, Director General of Gangwon Special Self-Governing Province, stated, "This award is the result of our efforts to solve the difficulties faced by businesses on the ground together," and added, "We will continue to actively identify and improve industry- and region-specific corporate regulations to promote regulatory innovation that business owners can truly feel, and take the lead in making Gangwon Special Self-Governing Province a great place to do business."
