Based on the Vision of a Special AI City
Seongnam City in Gyeonggi Province (Mayor: Shin Sang-jin) announced on the 16th that it is expanding its communication with citizens by introducing an artificial intelligence (AI)-based Shorts series featuring its social character ‘Seongnami’ on the city’s official YouTube channel, ‘Seongnam TV’.

In line with the vision of ‘Seongnam, a Special AI City,’ Seongnam City is delivering practical municipal information in a more approachable manner by utilizing short and easily understandable AI content.
The ‘Seongnami AI Series’ has so far released two episodes: ▲A guide to four types of vaccinations and ▲Completion of the Tancheon Bridge construction. Residents, such as Ms. Yoo from Bundang-dong in Bundang-gu, have responded positively, saying, “It’s helpful to easily understand municipal information through short videos.” The series is receiving a favorable response for introducing key municipal issues and daily life information in an easy and entertaining way.
In particular, this AI Shorts series has improved production efficiency by applying AI technology to generate the character’s facial expressions and movements. It is designed so that citizens can naturally encounter municipal changes in their daily lives. The city plans to continue strengthening citizen accessibility by regularly producing various formats of AI content that leverage the unique personality of the Seongnami character.
Meanwhile, Seongnam City is pursuing AI-based innovation projects across industry, transportation, and administration to realize its vision as a ‘Special AI City.’ Through various initiatives-including the establishment of a support center for manufacturing AI solution development, the creation of high-precision electronic maps and an AI road management platform, the expansion of autonomous mobility, and the introduction of generative AI administrative services-the city is expanding technology-driven administrative innovation and citizen-oriented services.
The operator of the Seongnam TV channel stated, “The Seongnami AI Shorts is a new attempt to deliver essential information to citizens in an easier and more convenient way,” adding, “We will continue to expand the vision of Seongnam as a Special AI City into the content domain by building various AI communication models, so that citizens can tangibly experience changes in municipal administration.”
