Gwangyang City Named Excellent City for Second Consecutive Year in Jeollanam-do Education and Training Evaluation

Outstanding Performance in Education Participation and Evaluation

Gwangyang City announced that it received the Encouragement Award in the "2025 Education and Training Excellence Evaluation for Cities and Counties" conducted by the Jeollanam-do Human Resources Development Institute, achieving the distinction of being selected as an excellent city and county for two consecutive years.


The Jeollanam-do Human Resources Development Institute evaluated 22 cities and counties in Jeollanam-do based on criteria such as the number of graduates compared to the education selection plan, citizen participation rate in education, completion rate of pre-assignment training for new employees, and overall participation in training, as part of the "2025 Education and Training Excellence Award Plan." Among them, five cities and counties, including Gwangyang City, were selected as excellent cities and counties.

Each year, Gwangyang City establishes and implements the "Gwangyang City Local Government Officials Continuous Learning Operation Plan," providing systematic education and training for all employees at grade 5 and below. The city also actively encourages self-development by requiring employees to create individual competency development plans to assess and supplement any deficiencies.


In addition, Gwangyang City utilizes a variety of education and training programs offered by the Jeollanam-do Human Resources Development Institute, such as "healing-specialized" training to support work-life balance, field-oriented "region-customized" talent development, and "future competency enhancement" programs to respond to the digital transformation. These efforts are aimed at supporting self-development and strengthening the capabilities of public officials.


As a result, in 2025, more than half of the city's 1,597 employees participated in education and training programs. For 2026, the city plans to have over 65% of all employees participate in such programs.


A city official stated, "Diligently carrying out education and training work to foster upright and competent public officials and establish proper public service values is the foundation for providing advanced administration to citizens," and added, "We will continue to systematically enhance the capabilities of our public officials through ongoing education and training."
