Yangyang County Launches Comprehensive Plan
to Prevent Administrative Gaps and Ensure Service Stability
in Preparation for the 9th Civil Administration

Yangyang County in Gangwon Province announced on December 15 that it has established and will begin implementing the "Basic Plan for County Administration in Preparation for the Launch of the 9th Civil Administration." The plan aims to prevent potential violations of the Public Official Election Act ahead of the 9th nationwide local elections in 2026, prevent work disruptions during the transition of administrations, and ensure the stable continuation of public services for residents.

This plan is intended to proactively prevent potential legal violations that could arise from excessive promotion by administrative agencies, the execution of subsidies and budgets, and the organization of various events ahead of the elections. It also aims to support policy continuity following the launch of the 9th civil administration.


In particular, as this period carries a high risk of seasonal disasters such as heavy snowfall and wildfires, the county will conduct facility safety inspections and activate emergency response systems to ensure there are no gaps in civil services.


Additionally, Yangyang County will proactively prepare for the launch of the 9th civil administration by organizing existing policy and project materials in advance and standardizing basic handover documents into seven key categories.


The seven categories include: current organizational structure and staffing levels; budget and financial scale with detailed breakdowns; lists of pending projects and civil complaints; status of legal matters and lawsuits; major amendments to ordinances and regulations; key status updates by township; and regional economic, population, and industrial indicators.


To further ensure organizational stability, the county will strictly enforce political neutrality and respond firmly to violations of the public servant code of conduct. It will also preemptively prevent personnel appointments that could be misinterpreted as being linked to candidates or political interests, thereby maintaining the neutrality of the organization.


A Yangyang County official stated, "In local elections, administrative fairness and neutrality are of utmost importance. We will thoroughly prevent any potential legal violations, while ensuring that administrative services experienced by residents continue without disruption, with all departments working together in preparation."
