Achievements in Field-Oriented Legislative Activities Recognized Nationwide
Driving Change in Fisheries Policy and Quality of Life in South Jeolla
Baek Insuk, Chairperson of Yeosu City Council in South Jeolla Province, was awarded the "Korea Local Assembly Service Award" in recognition of her achievements in field-oriented legislative activities.
The Korea Association of City, County, and District Council Chairpersons presented the Korea Local Assembly Service Award to Chairperson Baek at the 309th monthly meeting of the Jeollanam-do City and County Council Chairpersons Association, held at Hwasun County Council on the 12th. This marks official nationwide recognition of her legislative accomplishments that have contributed to the development of local councils and the unity of residents.

The Association highlighted Baek’s commitment to visiting the community in person rather than remaining within the council, as well as her consistent efforts to address key issues in South Jeolla and Yeosu, such as improving fisheries policy, enhancing residents’ quality of life, and revitalizing the local economy.
It was noted that she has worked to connect the voices gathered through fishermen’s meetings and on-site visits to council discussions and policy proposals. In particular, her ongoing efforts at the local council level to propose institutional reforms and to urge the central government to reflect these in national policy-aimed at addressing the structural limitations of the fisheries industry and the challenges faced on the ground in South Jeolla-were cited as key reasons for her receiving this award.
At the monthly meeting, Chairperson Baek also proposed a recommendation for innovation in South Jeolla’s fisheries policy, emphasizing the need to establish a systematic foundation that allows field issues to be translated into policy.
Chairperson Baek stated, “South Jeolla is at the heart of Korea’s fisheries industry, and it is essential that the difficulties faced on the ground are accurately reflected in policy. As fisheries are a core industry supporting national food security and the local economy, I will strive to bring about change through responsible legislative work.”
She added, “Going forward, I will continue to place citizens and the field at the center of my legislative activities and do my utmost to ensure that local demands lead to genuine institutional improvements.”
