Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on December 15 that it has established the “Goyang City Basic Plan for Smart Agriculture Development,” outlining its smart agriculture policy direction for the period from 2026 to 2030.

This plan, based on the “Ordinance on the Promotion and Support of Smart Agriculture in Goyang City,” includes a mid- to long-term strategy to systematically promote the transition to urban-based smart agriculture and respond to changes in the agricultural environment.


Under the vision of “Realizing a Goyang-style Smart Agriculture Leading City Combining Urban and Technological Innovation,” the main initiatives presented include: establishing an urban-type smart agriculture demonstration base; creating a private sector-led smart agriculture ecosystem; conducting demonstrations and advancing technology for high value-added specialized crops; and building a smart agriculture innovation zone (tentative name).


With the growing need for smart agriculture due to recent climate change and a decline in agricultural labor, the city has been laying the groundwork by operating smart agriculture demonstration projects in urban spaces such as the Maduh Underpass and promoting the spread of smart farms based on private investment within knowledge industry centers.


Based on these changes, the city has systematically reflected the phased expansion and foundational direction of smart agriculture in the basic plan.


The main points are as follows. First, establishing the foundation for urban-type smart agriculture: the city plans to expand smart agriculture models utilizing idle urban spaces such as public facilities and to establish an operational system for urban smart farms centered on underground walkways.


Second, fostering a private sector-led smart agriculture ecosystem: the city will enhance operational and management systems through collaboration with smart farm technology companies, support the spread of smart farms based in knowledge industry centers, and help discover private business models.


Third, promoting demonstrations and technological advancement of high value-added specialized crops: the city will expand demonstrations focused on high value-added crops such as strawberries, wasabi, and mushrooms, and develop cultivation models that leverage local characteristics such as underground walkway environments. In addition, it plans to strengthen technological competitiveness by advancing and standardizing cultivation techniques.


Lastly, the city proposed the concept of a smart agriculture innovation zone (tentative name). Based on the plan for a zone of about 3.3 million square meters, the city will seek to attract companies related to smart agriculture and consider creating an agricultural innovation hub that integrates production, residential, research, demonstration, and distribution functions. Preparatory groundwork will also be established in stages to respond to the Ministry of Agriculture, Food and Rural Affairs’ call for applications for smart agriculture development districts.


An official from Goyang City stated, “Based on this basic plan, we will continue to cooperate with relevant agencies and gather feedback to promote a transition to smart agriculture tailored to local conditions.”
