The main contents included: ▲ Advancing Gyeongju as one of the world's top 10 cities for cultural tourism and MICE ▲ Achieving an era of 10 million stay-over tourists ▲ Attracting 2 million foreign tourists ▲ Establishing key infrastructure such as the Silla Unification Peace Park and the APEC Cultural Center ▲ Renovating Bomun Tourism Complex 2.0 ▲ Expanding the regional brand, youth settlement, and citizen participation.

In addition, the report delved deeply into comprehensive proposals for a governance structure and funding strategies involving the central government, Gyeongsangbuk-do Province, Gyeongju City, the private sector, and citizens, as well as a performance management system.

Assemblyman Jeong Heetaek stated, "Hosting the APEC Summit not only elevated Gyeongju’s international status, but also provided a new opportunity for progress," adding, "To continue these achievements, citizen participation is essential. We must foster civic awareness and achieve citizen-centered sustainable urban development by institutionalizing initiatives such as the APEC Citizen College."

Based on this final report, the Gyeongju City Council plans to further develop the post-APEC Gyeongju development strategy for the next 15 years, aiming to elevate Gyeongju into a world-class city for culture, marine activities, and MICE.
