KISO Releases New Guidelines
Naver and Kakao Now Able to Modify or Suspend Content
The Korea Internet Self-governance Organization (KISO) announced on December 12 that it has established self-regulatory policy guidelines for story-based content such as webtoons and web novels.
The guidelines include criteria for determining hate speech and inappropriate expressions, as well as review procedures. They specify detailed evaluation factors such as context, potential for misunderstanding, balance, tolerance in expression, and the weight of the expression. The fundamental principles are to respect creators' freedom of expression, prevent harm from hate speech, expand voluntary participation, and pursue social diversity.
Kim Hyunkyung, Chair of the Special Subcommittee on Story-based Content and Professor at SeoulTech’s Graduate School of IT Policy, stated, "We focused on establishing review standards that protect freedom of expression by ensuring autonomy from public regulation, while also persuading users."
Accordingly, Naver Webtoon and Kakao Entertainment will now be able to modify or suspend content if it is determined to be hate speech by a KISO review decision.
