Incheon City Implements Emergency Transportation Measures Ahead of Railway Strike... Increases Metropolitan Bus Services

Incheon City has established emergency transportation measures in preparation for the nationwide railway workers' union and Seoul Metro strikes scheduled for December 11-12.


Train service disruptions are expected on routes passing through Incheon, including the Gyeongin Line and Suin Line operated by Korea Railroad Corporation (KORAIL), as well as Seoul Metro Line 7. Incheon Subway Lines 1 and 2 will continue to operate normally, unaffected by the strike.


To minimize inconvenience for citizens during the strike, the city will increase the frequency of metropolitan buses passing through the Gyeongin and Suin Lines by one to two additional trips per route during commuting hours. For metropolitan buses operating on the Gyeongin Line (routes 1400 and 9500), one additional bus will be deployed for each route, resulting in four extra trips for each.


City buses in Incheon will also increase service by one to two additional trips per route during peak commuting hours. In anticipation of a prolonged strike and increased railway congestion, the city plans to deploy 165 reserve vehicles, focusing on major stations such as Juan, Dongam, and Bupyeong.

While Incheon Subway Lines 1 and 2 will operate as usual, the city will flexibly adjust the last train times on the Gyeongin Line, Suin Line, and Seoul Metro Line 7 to minimize transfer inconvenience, and will consider deploying reserve trains if necessary.


If the taxi situation is affected by a prolonged strike, the city will request extended late-night operations from both corporate and private taxi associations. Through agreements with car-sharing companies (Socar, Greencar, Peoplecar), the city will provide flat-rate passes and up to 55% fare discounts to reduce the burden on users during late-night and commuting hours.


During the strike period, the city will suspend the alternate-day driving system for private vehicles and deploy 20 information staff at congested stations such as Bupyeong, Juan, Bupyeong-gu Office, and Seoknam stations.


An Incheon City official stated, "We will operate the emergency transportation measures situation room 24 hours a day to monitor operations, handle civil complaints, and maintain emergency contact systems with related agencies, making every effort to respond to the situation."
