3rd Supplementary Budget Proposal for 2025
24 Ordinance Bills, 7 Public Property Management Plans, and More
Hapcheon County Council in South Gyeongsang Province convened the 2nd plenary meeting of the 295th regular session, during which Kim Yuncheol, the mayor of Hapcheon, delivered an administrative address on the 2026 revenue and expenditure budget proposal. The council also handled a total of 39 agenda items, including the 3rd supplementary budget proposal for 2025, 24 ordinance bills, and 7 public property management plans.
During the 2nd plenary meeting, Assemblyman Jo Samsul proposed various support programs to help new farmers and rural migrants settle stably through a 5-minute free speech. Assemblyman Lee Hanshin recommended the establishment of policies for local small business owners, such as prioritizing the purchase of products from local small and medium-sized enterprises, to revitalize the regional economy.
In addition, Chairman Jeong Bonghun stated, "This session was challenging for deliberations as both the public property management plan and the budget proposal were submitted together," and requested the executive branch to submit the public property management plan before the budget is formulated in the future.
He added, "Furthermore, I hope that the initial budget review for 2026 will prioritize revitalizing the local economy and stabilizing livelihoods, and that a more efficient and balanced budget will be achieved than ever before."
Meanwhile, Hapcheon County Council plans to review the 2026 revenue and expenditure budget proposal over a nine-day period from December 8 to December 16, and will convene the 3rd plenary meeting on December 17 to conclude the 2nd regular session of the 295th Hapcheon County Council.
