The Naju City Council in South Jeolla Province has issued an official apology regarding the controversial posting of a "puppy photo" by Councilor A in a group chat, which has been accused of inciting sexual harassment.

On December 5, the Naju City Council released a statement saying, "We will uphold the principle that no form of sexual harassment or gender discrimination can be tolerated, and we will act responsibly in accordance with regulations and procedures," adding, "We will make a fair and objective decision on whether disciplinary action will be taken."

On November 15, Councilor A became the center of controversy after posting a photo in a group chat that included city council members and officials from the Democratic Party's regional committee. The photo depicted a female puppy lying on its back with its genitals exposed.

It is reported that the photo was posted shortly after Councilor B shared an article about the passing of former National Assembly member Lee Sangmin and used the term "bat," which led Councilor C, a female member, to argue that the expression was inappropriate.

Councilor C raised the issue, stating that the photo constituted "mockery and sexual harassment against women," and some other council members also pointed out its inappropriateness.

Nevertheless, Councilor A reportedly responded by supporting Councilor B, claiming there was no problem and saying things like, "(I rescued a stray dog,) I did a good deed."

Upon recognizing the issue, the Naju City Council received a disciplinary request and referred the matter to the Special Ethics Committee. The Democratic Party's Naju Regional Committee also filed a complaint with the Ethics Committee of the South Jeolla Provincial Party.

However, internal conflict arose again as Councilor A was among the seven members of the council's Special Ethics Committee. Councilor C immediately filed for recusal, but the committee rejected the request through an anonymous vote.

This immediately drew strong backlash from women's organizations in the South Jeolla region, and ultimately, Councilor A voluntarily applied for recusal on this day.

The Naju City Council stated, "We will handle the disciplinary process in accordance with relevant laws and regulations," and added, "We will also review the council's sexual harassment and sexual violence prevention education, as well as the reporting and handling system."
