Incheon City announced on December 5 that it will implement the "Seasonal Fine Dust Management Program" from this month through March of next year.
This program enforces stricter emission reduction measures than usual from December, when fine particulate matter (PM2.5) concentrations rise sharply, through March of the following year. It has been operated nationwide since 2019.
Incheon City has set the target average concentration for PM2.5 during the 7th Seasonal Management Program this year at 22.5㎍/㎥. The city will implement intensive measures in key areas, including: focused management of residential zones, reduction of emissions from major sources such as industry, power generation, and transportation, strengthening of science-based forecasting and diagnostic systems, and expanded inter-agency cooperation.
The city will restrict the operation of grade 5 emission vehicles on weekdays from 6 a.m. to 9 p.m., and violators will be fined 100,000 won per day through an unmanned enforcement system. However, vehicles that have completed low-emission upgrades, emergency vehicles, vehicles for people with disabilities, and veterans' vehicles will be exempt from enforcement.
To reduce road resuspended dust, the city will intensively deploy water spraying and dust suction vehicles across 67 road sections totaling 985 kilometers, focusing on vulnerable areas, high-traffic zones, and industrial complexes.
Large incineration facilities will have their maintenance schedules adjusted to minimize unnecessary air pollutant emissions, and fine dust prevention monitoring teams will be dispatched to construction sites to inspect for illegal activities. Joint public-private inspections will be conducted at workplaces generating fugitive dust, and the IoT-based remote monitoring system for fugitive dust will be strengthened.
An official from Incheon City stated, "During the seasonal management period, we will thoroughly implement enhanced fine dust reduction measures in each sector to protect citizens' health and create a pleasant atmospheric environment."
