Recognized for Achievements in Building an Innovative R&D System
The Busan Institute of Science and Technology Higher Education Promotion (BISTEP), led by President Kim Youngboo, which serves as Busan's dedicated agency for science and technology policy, has received a commendation from the Minister of Trade, Industry and Energy in recognition of its contributions to regional industrial development.

This award is the result of a comprehensive evaluation of BISTEP's achievements in various fields, including securing the nation's first designation of the "Busan Research Industry Promotion Complex (Centum)," establishing Busan's mid- to long-term science and technology development strategies, being selected as a leading R&D support group for three consecutive years, strengthening regional science and technology innovation capabilities by hosting Busan R&D Week, and building a regional R&D investment system.
Celebrating its 10th anniversary this year, BISTEP has focused on policy research and planning centered on Busan’s key issues, while strengthening collaboration with relevant departments. As a result, many research outcomes have been practically reflected in the formulation of Busan’s policies and investment directions.
In particular, BISTEP has stably operated the nation’s only region-wide R&D full-cycle investment system that connects policy, investment direction, budget allocation, and evaluation, thereby proving the effectiveness of Busan’s performance-oriented system.
As the dedicated agency for the first-ever designated Busan Research Industry Promotion Complex, BISTEP has supported contract research companies in research and development, patenting and technology transfer, and job creation, while also working to establish a foundation for a digital convergence research industry ecosystem. Since 2024, BISTEP has established the Busan RISE Innovation Center as an affiliated organization to build a Busan-style RISE system, accelerating the creation of an innovation ecosystem through the joint growth of the region and universities.
President Kim Youngboo stated, "This commendation is an achievement shared by local companies, universities, and research institutions that have worked together to strengthen Busan’s innovation capabilities. We will continue to connect science and technology policy, R&D management systems, the research industry, and higher education into a unified flow, creating sustainable industrial promotion outcomes that enable local companies to grow and quality jobs to increase."
