According to Article 68 of the current Road Traffic Act, anyone who carelessly throws or abandons objects on the road and obstructs traffic can be fined up to 100,000 won or face detention. In addition, Article 8 of the Waste Management Act prohibits dumping trash in places other than designated locations.
Violators may face administrative fines or other necessary measures in accordance with local ordinances. Experts emphasize, "Objects abandoned on the road can damage vehicles or cause secondary accidents, making them extremely dangerous," and added, "Even a small act of carelessness by a citizen can lead to a major accident, so trash must always be disposed of at designated locations."
