Seongdong-gu Wins 'Dasan Mokmin Award' for Achievements as a 'Smart Inclusive City'

Pledge Fulfillment Rate Surpasses 91% During the 6th to 8th Mayoral Terms

Seongdong-gu, Seoul (Mayor Jeong Won-oh), announced on the 5th that it has received the grand prize (Minister of the Interior and Safety Award) at the 17th Dasan Mokmin Award, hosted by the Ministry of the Interior and Safety.

The Dasan Mokmin Award is a prestigious honor that recognizes and awards exemplary basic local governments that put into practice the public service spirit of Dasan Jeong Yak-yong in the field of administration. Each year, three outstanding local governments are selected from across the country based on evaluations in three policy areas-self-discipline (Yulgi), public service (Bonggong), and love for the people (Aemin)-as well as the commitment of the local government head to embodying the Mokmin spirit.


Seongdong-gu’s achievement was largely attributed to the tangible results of its consistently implemented “smart inclusive city” policies over the past decade, which have simultaneously enhanced administrative efficiency and improved residents’ quality of life.


In the “self-discipline” (Yulgi) category, Seongdong-gu was highly praised for becoming the first local government in the country to receive International Organization for Standardization (ISO) anti-bribery management system certification three consecutive times, setting a new standard for integrity in administration. The district also stood out for its trustworthy governance, as evidenced by an average pledge fulfillment rate of over 91% during the 6th, 7th, and 8th mayoral terms.


In the “public service” (Bonggong) category, which focuses on dedication to residents and institutional improvement, Seongsu-dong’s urban regeneration-transforming a neglected semi-industrial area into a world-renowned hotspot-was highlighted as a prime example of innovative administration. The “Direct Text to the Mayor” system, which made the mayor’s mobile phone number public and allowed residents to communicate directly, was recognized as a model case for lowering administrative barriers and elevating the standard of public engagement.


In the “love for the people” (Aemin) category, meticulous care for the socially disadvantaged was particularly notable. Inclusive policies such as the nation’s first “Seongdong-type At-Risk Housing Environment Improvement Project” to upgrade substandard living conditions, including semi-basement homes, and the operation of the “Success Bus” (Seongdong-gu public facility shuttle bus) to guarantee mobility rights for residents in public transportation blind spots, drew significant attention for ensuring no one is left behind.


Jeong Won-oh, Mayor of Seongdong-gu, stated, “Winning the Dasan Mokmin Award is especially meaningful as it is the result of the dedication and hard work of more than 1,300 public officials who have quietly fulfilled their duties while listening to the voices of our residents on the ground.” He added, “All Seongdong-gu staff will continue to keep Dasan’s teachings close at heart and strive to build ‘Seongdong, a city where everyone wants to live’ by providing administrative services that always support our residents.”
