Maximizing the Effectiveness of Future Policing Technologies through University Research and Police Field Experience
Hallym University (President Choi Yanghee) and the Gangwon Provincial Police Agency (Commissioner Choi Hyunseok) signed a memorandum of understanding (MOU) on December 4 to jointly respond to changes in the future policing environment in the era of artificial intelligence (AI) and to secure professional personnel and technological capabilities.

The signing ceremony was held at 3 p.m. on the same day at the Gangwon Provincial Police Agency, attended by 11 key officials from both organizations, including President Choi Yanghee of Hallym University and Commissioner Choi Hyunseok.
The purpose of the agreement is to pool the core competencies of local government, public institutions, academia, and research institutes in order to respond to future threats, and to establish a virtuous cycle ecosystem of "education-research and development-field support" by integrating ICT technologies into the field of public safety.
The "Industry-Academia-Research-Government Council," a key driver of this agreement, is a strategic partnership that combines the on-site needs of the local community (Gangwon Province), the research capabilities of the university, and the technical expertise of industry to solve regional issues. Through this, investigative challenges at the field level are connected to university research projects, and the developed technologies are reapplied to the field, establishing a practical, problem-solving governance model.
The two institutions agreed to work together to foster crime analysis professionals through mutual exchanges and to jointly develop technologies that can be practically applied in the field of policing.
They plan to closely cooperate in three core areas.
Hallym University, centered around the Hallym Institute for Intelligent Social Safety, will provide training to enhance the policing data analysis capabilities of police officers in Gangwon Province, utilizing specialized solutions for investigative information analysis and data forensics. In particular, by leveraging the university's exclusive domestic "i2·i-base Academy License," advanced training focused on crime analysis will be offered.
Hallym University and the Gangwon Provincial Police Agency will actively cooperate to ensure the practical application of R&D in the policing field, such as the "Cybercrime Investigation Clue Integrated Analysis and Inference System (CyberCop)" and the "AI-based Crime Investigation Support System." The intelligent investigation support systems developed by the university will be tested in real investigative settings by the Gangwon Provincial Police Agency, and feedback will be immediately incorporated into research through the operation of a Living Lab, thereby enhancing the completeness and effectiveness of the technology.
Beyond simple personnel exchanges, the two institutions will establish an advanced "industry-academia-local government cooperation model" that identifies investigative challenges in the field and links them to university research and technology development projects.
Through active personnel exchanges between Hallym University and the Gangwon Provincial Police Agency, a synergy of academic knowledge and practical know-how will be created, and crime analysis professionals will be cultivated. The cooperation will also include field trip programs to policing sites for Hallym University students.

At the signing ceremony, Hallym University and the Gangwon Provincial Police Agency pledged a strong vision and commitment to enhancing public safety in Gangwon Province through mutual cooperation.
President Choi Yanghee stated, "It is very meaningful that Hallym University and the Gangwon Provincial Police Agency have joined hands in strong cooperation for the advancement of future policing. We are now facing new, intelligent crime threats that differ from those in the past, and to respond to these future threats, the university and the field of policing must be more closely integrated than ever before," emphasizing the necessity of collaboration.
He continued, "Today’s agreement is a practical promise to realize the most exemplary model of cooperation between public institutions and academia. Hallym University will take on this bold journey, which begins today, with a strong sense of responsibility as the most reliable and trustworthy partner of the Gangwon Provincial Police Agency."
Commissioner Choi Hyunseok responded, "I am convinced that the combination of Hallym University's outstanding research capabilities and the field experience of Gangwon police will create tremendous synergy, and today, this has materialized into real cooperation." He added, "I am confident that, like the Netherlands' 'Police AI Lab,' we can successfully create a 'Korean-style Police AI Lab' where field experience and university technology are fused in real time."
Finally, he pledged, "Just as the saying goes, 'A dream becomes reality when shared,' we will work together with our strong partner, Hallym University, to make a safer future a reality."
Through this MOU, both institutions expect that the combination of the university’s research capabilities and the police agency’s field experience will help elevate the level of public safety in Gangwon Province.
