On December 3, marking the first anniversary of the December 3 Martial Law Incident, both progressive and conservative groups are scheduled to hold rallies simultaneously around the National Assembly in Yeouido, Seoul, raising concerns about potential traffic congestion.
According to the Seoul Metropolitan Police Agency, progressive groups plan to set up a rally stage on the north side of the Geumsan Building around 6 a.m. that day and march from the National Assembly intersection to the Members' Office Building intersection starting at 7 p.m. The police expect tens of thousands of participants and anticipate that congestion will be unavoidable.
The Solidarity Against Disability Discrimination will also hold a rally at the same location starting at 12 p.m. on the same day. From 3 p.m., the group plans to march past Uisadang-daero, Yeouido Station, and Hanwha Intersection, ending at Gate 1 of Yeouido Park. The police noted that there is a possibility the group may occupy lanes along Yeouidaero during the march.
Conservative groups will also hold a rally starting at 2 p.m. in front of Exit 3 of National Assembly Station and march toward the headquarters of both the ruling and opposition parties.
The police will deploy approximately 270 traffic officers along the rally and march routes and have advised citizens to use subways and other forms of public transportation.
A police official stated, "We will operate the opposite side of the National Assembly Avenue rally site as a reversible lane and strive to maintain north-south and east-west vehicle flow as much as possible during the marches to minimize inconvenience to citizens caused by traffic congestion."
