Presidential Committee for National Unity Expands Organization and Functions... New Consultative Body with Ministries Established

Amendment Approved at Cabinet Meeting
Establishment of the "National Unity Council"
Committee Membership Expanded from 39 to 70

The Presidential Committee for National Unity is being reorganized into a new body with expanded membership and functions. A new consultative body among central administrative agencies will also be established to strengthen the link between the committee's recommendations and their actual implementation as government policy.


The Ministry of the Interior and Safety announced on December 2 that the Cabinet had approved a partial amendment to the "Regulations on the Establishment and Operation of the Presidential Committee for National Unity."

This amendment is a measure to implement the Yoon Suk-yeol administration's national agenda of "realizing politics of integration and participation," and includes detailed provisions necessary for the committee to newly serve as a "forum for national dialogue."


First, the committee revised its purpose clause to more effectively promote national unity policies based on the core values of "listening and tolerance" and "the values and ideals pursued by the Constitution." The committee's functions have been expanded to include "listening to public opinion on national unity," enabling it to better convey the will of the people and to advise the President accordingly.


The number of eligible committee members has been increased from 39 to up to 70, in order to broaden opportunities to reflect a wider range of public opinions. For government members, six ministries have been added to the existing ten, allowing for the collection of input from a more diverse range of ministries. For civilian members, the number has been expanded from 29 to up to 50, to ensure balanced representation of generations, regions, genders, and socially disadvantaged groups, and to promote participation from various sectors of society. In addition, to strengthen cooperation with local governments, the representatives of the four major local government consultative bodies have also been included as committee members.


The term of appointment for committee members has been extended from one year to two years. This is intended to enhance the continuity and expertise of the committee's activities and to create conditions for the stable and long-term promotion of national unity policies.


Another key measure is the establishment of the "National Unity Council," a consultative body among relevant central administrative agencies. This is intended to link the committee's proposals and recommendations on national unity to the institutionalization of government ministry policies and to facilitate related discussions. In addition, the amendment includes a provision for "requests for implementation confirmation," which allows relevant agencies to verify whether national strategies and policy coordination matters for national unity are being carried out as intended.


Lee Seokyeon, Chairperson of the Presidential Committee for National Unity, stated, "With this regulatory amendment, the committee will function as a national dialogue organization to realize sustainable social integration."


Yoon Hojoong, Minister of the Interior and Safety, said, "The Ministry will spare no effort in providing the necessary support so that the committee can play a central role in spreading the values of listening and integration in a government based on popular sovereignty."
