Adopted at the 7th Extraordinary Meeting of the Council of Chairpersons of Provincial and Metropolitan Councils of Korea
The statement urging the implementation of the "Special Act on the Management of Certain Buildings," submitted by the Gangwon Provincial Council (Chairman Kim Siseong), was adopted on November 28 at the 7th extraordinary meeting of 2025 of the Council of Chairpersons of Provincial and Metropolitan Councils of Korea, held at the Gyeonggi Provincial Council. This move officially established the demand for special legislation to protect the property rights of ordinary citizens and ensure residential safety as a major joint issue among local councils nationwide.
The statement pointed out that illegal buildings, which have arisen due to a lack of awareness of construction laws during rapid urbanization, are hindering the legal extension and reconstruction of structures, and are causing serious problems such as decreased structural safety and restrictions on property rights.
Chairman Kim Siseong stated, "Ordinary citizens who have converted stores or detached houses to run small businesses are facing significant difficulties due to the repeated imposition of excessive enforcement fines on so-called 'livelihood-related illegal buildings,' such as auxiliary storage facilities installed for daily convenience." He emphasized, "Legalization is not just a remedy, but an essential measure to revitalize the local economy and guarantee residents' property rights."
Chairman Kim further added, "Through this joint resolution, chairpersons of provincial and metropolitan councils across the country have strongly called on the central government to improve the system to better reflect the lives of ordinary citizens," and urged, "We hope the government and the National Assembly will promptly prepare reasonable follow-up measures."
