Ministry of Land Announces "2026 Metropolitan Area Public Housing Site Public Sale Supply Plan"

Prime Reserved Land in New Towns Conve
Next year, public housing sites in the Seoul metropolitan area will see a surge of 29,000 public housing units for sale, a scale comparable to that of Pangyo New Town. In order to accelerate housing supply and maximize available units, the government has even decided to implement a "land use conversion" strategy, converting prime non-residential land that had previously been reserved into residential land.
On November 26, the Ministry of Land, Infrastructure and Transport, together with four public institutions-the Korea Land and Housing Corporation (LH), Seoul Housing & Communities Corporation (SH), Gyeonggi Urban Innovation Corporation (GH), and Incheon Urban Development Corporation (iH)-announced the "2026 Public Housing Supply Plan for Public Housing Sites in the Seoul Metropolitan Area."
This supply volume is 2,000 units higher than the target of 27,000 units presented in the "September 7 Housing Supply Expansion Plan." It is approximately 2.3 times the annual average supply of 12,000 units over the past five years in the metropolitan area, and represents a 32.2% increase compared to this year’s supply of 22,000 units.
By region, 23,800 units will be supplied in Gyeonggi Province, 3,600 units in Incheon, and 1,300 units in Seoul. By district, the third-generation new towns will provide 7,500 units, second-generation new towns 7,900 units, and other small to medium-sized housing sites 13,200 units.
The government will sequentially supply the 3rd generation new town housing units for sale starting in 2026, including major complexes such as Goyang Changneung and Incheon Gyeyang, which have competitive locations with accessibility to Seoul and proximity to GTX stations. Among the third-generation new towns, Goyang Changneung will supply the largest number of units (3,881), followed by Namyangju Wangsuk (1,868 units) and Incheon Gyeyang (1,290 units). In the second-generation new towns, Pyeongtaek Godeok will supply the most (5,134 units), followed by Gwanggyo (600 units) and Hwaseong Dongtan 2 (473 units). In Seoul, the only site is Godeok Gangil (1,305 units). The Ministry of Land, Infrastructure and Transport expects these areas to be highly preferred by actual homebuyers due to their excellent transportation infrastructure, including GTX and major arterial roads.
The Ministry stated that next year’s supply will be "mostly in areas with excellent residential conditions and outstanding accessibility to transportation infrastructure such as the Seoul metropolitan area express railway (GTX) and major arterial roads," and added, "With many sites enabling proximity between work and home, we expect strong demand from actual homebuyers."
First Implementation of Non-Residential Land Use Conversion... Accelerating Supply Through Legal Reforms

On this day, the government also unveiled the first batch of housing units under the "public housing site restructuring" system. This is a follow-up measure to the regularization of non-residential land use conversion announced in the September 7 policy package.
LH submitted a land use conversion plan to the Ministry for 4,100 units, which is 28% of the initial 15,000 units to be promoted. The target sites are: ▲Namyangju Wangsuk (third-generation new town, 455 units), ▲Paju Unjeong 3 (second-generation new town, 3,200 units), and ▲Suwon Dangsuh (small to medium-sized site, 490 units).
In Paju Unjeong 3, 274,000 square meters of reserved land will be converted into residential land. This site is adjacent to the existing city center and is equipped with transportation and commercial infrastructure. In Suwon Dangsuh, land designated for single-family homes will be converted to multi-family residential land. Located near a new station on the Shinbundang Line extension, construction is scheduled to begin next year. In Namyangju Wangsuk, 18,000 square meters of reserved land will be converted. The site is adjacent to the new GTX-B Gyeongchun Line station and a riverside park.
Until now, non-residential land use conversion was carried out irregularly on a case-by-case basis. The government now plans to amend the Special Act on Public Housing to formalize the site selection and review process, and to systematically identify and swiftly convert eligible sites. The bill was sponsored by Assemblyman Park Yonggab of the Democratic Party of Korea, a member of the National Assembly’s Land, Infrastructure and Transport Committee, on November 14.
Kim Baeseong, Director of the Public Housing Promotion Division at the Ministry, stated, "While it is important to identify idle urban land, if we convert excessively planned self-sufficiency facility land into residential land in well-located areas such as third-generation new towns with established infrastructure, construction can begin in as little as two years. This is why we are pushing for rapid supply, even if it means enacting a separate law."
"Results of Construction-Oriented Management System Becoming Visible"
During the remainder of this year, an additional 5,100 units will be supplied in the metropolitan area, including 881 units in Namyangju Wangsuk and 1,003 units in Gunpo Daeyami this month. Detailed information, including recruitment notices for residents, can be found on the websites of the four public institutions.
Kim Gyucheol, Director General for Housing and Land Policy at the Ministry, said, "The results of shifting to a construction-oriented management system through the September 7 measures are becoming visible, and public housing supply will continue to increase steadily. We will work closely with major public institutions to quickly supply high-quality public housing in preferred locations so that more actual homebuyers have the opportunity to own their own homes."
