Gwangmyeong City Focuses AI Administrative Capabilities on Service Streamlining and Work Automation

Gwangmyeong City in Gyeonggi Province is prioritizing the streamlining of services and the automation of work as its core strategies to advance administrative efficiency based on artificial intelligence (AI). This plan reflects the opinions of both frontline public officials and citizens in driving AI-based administrative innovation.


On the 25th, Gwangmyeong City held a mid-term briefing session in the main conference room at City Hall to establish the three-year 'AI Gwangmyeong Promotion Plan' for AI-based administrative innovation. During the session, the city shared the results of surveys and interviews conducted with public officials and citizens, and discussed strategies and tasks to be reflected in future plans.

This plan aims to align with the national agenda of becoming one of the world's top three AI powerhouses by establishing an AI master plan tailored to the city's characteristics, developing utilization strategies, and preparing a phased implementation roadmap to enhance administrative efficiency and dramatically improve citizen satisfaction.


Since beginning the planning process in September, the city conducted surveys last month with 82 public officials and 2,991 citizens. Based on these results, it identified six key strategies: automated administration, evidence-based policy, streamlined procedures, trustworthy administration, inclusive services, and adaptive organizations.


The survey revealed that public officials face challenges with repetitive and inefficient work, particularly in document creation and review (28.3%), data collection and search (22.5%), and simple data entry (19.6%).


To address these issues, the city plans to reduce work burdens through AI-based automated document creation and the automation of data search and organization, thereby realizing 'automated administration.' Strengthening evidence-based policy by analyzing accumulated data was also set as a major strategy.


For citizens, the most common inconvenience in using administrative services was waiting time (26.8%), followed by lack of information (24.1%), procedural complexity (22.9%), and accessibility issues (18.8%).


The city has designated these four areas as key improvement tasks from the citizen's perspective and plans to establish 'streamlined procedures' through systems for predicting and dispersing waiting times for civil complaints, AI-based information services, and automation.


The areas identified as most in need of AI technology were safety and disaster management, transportation and parking, and civil complaint and document issuance. The city will prioritize these as the first fields for AI adoption and gradually expand related services.


Concerns regarding AI adoption included personal information leaks (29.7%) and the digital divide (28.7%). To address these concerns, the city will strengthen user-friendly services for seniors and digitally vulnerable groups, provide multilingual interpretation services, and establish AI ethics guidelines while enhancing security and anonymization.


To respond to the rapidly changing technological environment, the city will implement AI competency training for public officials, foster professional talent, and establish systems for interdepartmental collaboration.


Gwangmyeong City Mayor Park Seungwon stated, "Based on the opinions of public officials and citizens, we will create a Gwangmyeong-style AI administrative model to realize smart administration where everyone can benefit from technological convenience."


Gwangmyeong City plans to complete the plan following additional research next month and sequentially implement the tasks starting next year.
