Busan Social Service Agency Launches 'Gap Care Support Project' to Address Care Blind Spots

Customized In-Home, Mobility, Housing, and Meal Services
to Prevent Year-End Care Gaps

The Busan Social Service Agency (Director Yoo Kyuwon) is launching the '2025 Gap Care Support Project' to address care gaps among Busan citizens.


This initiative was established to ensure that citizens can receive necessary care services even during periods when existing emergency care is suspended due to reasons such as year-end budget exhaustion.


The project targets citizens who require emergency care due to sudden crisis situations such as illness or accidents. Professional caregivers, including certified care workers, will visit homes directly to provide services. The services offered include in-home care (physical and health support), household assistance, and mobility support (such as grocery shopping and banking). These services can be used for up to 72 hours per month, and it is recommended that service use be completed within 30 days whenever possible.


Any Busan citizen, regardless of income level, is eligible to apply. Applications can be submitted through the local administrative welfare center if the three criteria of urgency, supplementarity, and temporariness are met. For those with an income at or below 120% of the median, the service is free; those above this threshold must pay the full cost themselves. The service will be operated in collaboration with 11 emergency care providers in 2025.


Yoo Kyuwon, Director of the Busan Social Service Agency, stated, "This project is significant in that it addresses care blind spots by complementing public care services. We will continue our efforts to strengthen the public-private partnership-based service delivery system and provide higher-quality social services."
