Gwangju City Mobilizes All Efforts for Livelihood Recovery

On November 18, Gwangju City announced that it has submitted the fourth supplementary budget bill for 2025, totaling 2.016 trillion won, to the city council.
This supplementary budget represents an increase of 75.5 billion won compared to the third supplementary budget. It consists of 1.6745 trillion won in the general account and 327.1 billion won in the special account. With this, the city has entered the 2 trillion won budget era for the first time in eight years since surpassing 1 trillion won in 2017.
The city explained that, despite challenging fiscal conditions such as a decrease in tax revenue and a reduction in government transfers this year, it mobilized all available resources-including intensive expenditure restructuring, securing external project funding, and adjusting internal transactions-to focus on citizen-oriented and daily life-related projects.
This supplementary budget significantly reflects major projects directly impacting citizens' lives. Key allocations by sector include: ▲ 619.5 billion won for social welfare, strengthening the welfare safety net such as parental (infant) allowance support; ▲ 222.1 billion won for roads and transportation, including the expansion and paving of the Seongnam-Gwangju (Local Road No. 338) route and enhancement of the regional transportation network; ▲ 192.4 billion won for culture and tourism, including the establishment of sports facilities in Namjong-myeon and expansion of leisure and cultural infrastructure for citizens; ▲ 57 billion won for agriculture, forestry, maritime, and fisheries, including support for eco-friendly and high-quality agricultural products in school meals to strengthen the competitiveness of local agriculture.
Mayor Bang Sehwan stated, "Achieving a 2 trillion won budget in the face of uncertain economic conditions and declining tax revenue is the result of financial innovation aimed at revitalizing livelihoods and addressing local issues," adding, "We will continue to do our utmost to ensure citizens experience tangible changes by actively participating in public project applications and securing national and provincial funds."
Meanwhile, this supplementary budget bill is scheduled to be finalized on December 15 after review and resolution at the 321st Gwangju City Council’s 2nd regular session.
