Refuting Reports of Growing Confusion in the Public Sector
"Surely, it is not the case that we should only give punishments or only give rewards, is it?"

President Lee Jaemyung emphasized that overcoming inertia as well as encouraging proactive administration are both essential tasks. He also stated that a clear system of rewards and punishments is the most fundamental principle of organizational management.

On November 16, President Lee expressed these views in a post on X. He attached a news article highlighting that confusion is growing within the public sector following the launch of the "Constitutional Compliance Government Innovation Task Force (TF)" led by Prime Minister Kim Minseok, and the presidential office's efforts to boost morale in public service. The government has formed the Constitutional Compliance Government Innovation TF to investigate involvement in the December 3 Martial Law Incident and plans to operate it until February next year.


Regarding the article, President Lee rhetorically asked, "Surely, it is not the case that we should only give punishments or only give rewards, is it?" This suggests his intention to reiterate that investigating how public officials were involved in the martial law incident to prevent recurrence, and encouraging proactive administration to enhance government efficiency, are not in conflict and will both continue to be pursued.


The government launched the Constitutional Compliance Government Innovation TF on November 11. The following day, on November 12, Chief Presidential Secretary Kang Hunsik personally presented the results of discussions and future plans of the "Public Service Vitalization TF," which was established in July. The Vitalization TF plans to institutionalize the abolition of policy audits by the first half of next year and to promote legal amendments to strictly apply the crime of abuse of authority against public officials.
