Improved Design Competition System to Enhance Transparency and Fairness
Citizen Design Room to Reflect Public Opinions in Architectural Planning
From now on, in Yongin City, Gyeonggi Province, an 'operating committee' will be formed when designing public buildings, and this committee will decide the competition and review methods.
On November 14, Yongin City announced that it will implement an improved public architecture design competition system to enhance transparency and fairness in public building projects.
The city plans to apply the revised system to new competition projects starting next month. In addition, it will establish the system by producing a 'Public Architecture Design Competition Operation Manual' next year.
Accordingly, an operating committee will be newly established for each public building design competition to determine the competition and review methods.
The existing 'review committee' will also be completely revamped, increasing the number of committee members from around 7 to about 15. To further diversify the selection of reviewers, the city will utilize members from the Yongin City Landscape and Architecture Committee, public architects, and personnel from the Korea Real Estate Board's Architecture HUB. To strengthen fairness and objectivity, the city will introduce a two-stage review system that combines scoring and voting, a blind presentation by designers, and post-evaluation of reviewers.
The city will also establish a 'specialist committee' composed of experts from various fields to improve technical excellence. Starting next year, a 'Citizen Design Room' will be operated to allow citizens to participate in public architecture planning.
Citizens who wish to participate in the Citizen Design Room can submit their opinions through the bulletin board on the city hall website or via booths installed at the Happiness Welfare Center.
Lee Sangil, Mayor of Yongin, said, "We have improved the system to enhance administrative excellence in the field of public architecture so that we can provide better facilities to citizens," adding, "We will secure highly accomplished competition entries to construct public buildings that citizens can be proud of."
