Gangneung City Launches Full-Scale Wuam Natural Disaster Risk Improvement Project
Resolving Chronic Flood-Prone Low-Lying Areas... Preventing Property and Human Damage
Gangneung City, Gangwon Province (Mayor Kim Hongkyu), is set to launch the full-scale “Wuam Natural Disaster Risk Improvement District Maintenance Project” for the downstream area of Wuamcheon in Jumun-ri, Jumunjin-eup, where drainage is poor during river level rises and frequent flooding has occurred.

This project will be carried out until June 2027, with a total budget of 23.6 billion won, including 16.1 billion won from national and provincial funds.
The main maintenance work includes 600 meters of small river improvement, the reconstruction of three bridges, 1.18 kilometers of embankment construction and reinforcement, and the maintenance of stormwater and interceptor pipelines.
The downstream area of Wuamcheon runs through low-lying coastal residential neighborhoods, where the river is narrow and inland drainage is inadequate during sea level rises, resulting in frequent river overflows and flooding. In response, Gangneung City designated the area as a natural disaster risk improvement district and has since proceeded with administrative procedures and compensation.
Currently, the city is prioritizing stormwater pipeline maintenance and embankment construction in sections where compensation has been completed, starting from the area 200 meters downstream of Banghakgyo Bridge. The remaining sections will proceed sequentially, with compensation and construction carried out in parallel.
The city expects this maintenance project to prevent damage to 111 low-lying houses and buildings, as well as to safeguard the lives and property of approximately 300 residents. By establishing a stable drainage system, the project is anticipated to significantly improve the safety and quality of life for local residents.
