Gangwon Special Self-Governing Province (Governor Kim Jin-tae) recently conducted a "2025 Organizational Culture Diagnosis" survey targeting all employees, and the results showed that since the launch of the 8th elected administration, the organizational culture has noticeably improved, with a significant increase in positive response rates.

This survey was conducted to measure internal perceptions in four areas experienced within the organization over the past six months: unreasonable practices, work-life balance, relationships among members, and efforts by the head of the institution and supervisors to improve organizational culture. A total of 779 employees participated, accounting for 31.7% of all staff.
According to the survey results, positive responses in the three areas of unreasonable practices, work-life balance, and relationships among members increased by more than 20 percentage points compared to 2023.
The percentage of employees who responded that there are "no unreasonable practices" within the organization was 57.0%, an increase of 25.5 percentage points from 31.5% in 2023.
In particular, regarding "excessive protocol experiences," only 16.8% of respondents in 2023 answered "none," but this figure rose to 63.4% in 2025, a 46.6 percentage point increase, making it the area with the most noticeable improvement.
For "factors hindering work-life balance" and "unreasonable experiences among members," 41.8% and 63.6% of respondents, respectively, answered "none," showing significant increases from 22.1% and 30.9% in 2023.
Items related to "work-life balance," such as "freedom to use annual leave" (82.2%) and "no unnecessary overtime" (86.5%), continued to show an upward trend for the third consecutive year.
In particular, the item "freedom to use flexible work arrangements" showed a significant improvement, increasing by 20.8 percentage points from 38.0% in 2023 to 58.8%.
Additionally, responses indicating that the head of the institution and supervisors are "making efforts to improve organizational culture" were also high at 78.0% and 93.0%, respectively. This suggests that the continuous interest and actions of the institution's leadership have driven the overall increase in positive responses regarding organizational culture.
Based on the results of this diagnosis, the province plans to establish organizational culture improvement guidelines and implement practical improvement activities such as workplace culture improvement campaigns and the discovery and dissemination of innovative tasks.
Governor Kim Jin-tae stated, "A healthy organizational culture is the competitiveness of Gangwon Province," and added, "We will continue to foster mutual respect, active communication, and a flexible organizational culture so that the provincial government can serve as a model for the public sector."
