Hwaseong City in Gyeonggi Province announced on the 7th that it has decided to proceed with a direct negotiated contract with the DL E&C consortium for the first phase of the Dongtan Urban Railway (Tram) Project, after two rounds of bidding to select a construction company failed.

The city explained that this decision was made to expedite the project, as the DL E&C consortium, which was the sole bidder in the latest tender, expressed its intention to participate in the project.
The city expects that by taking the lead as the ordering institution and handling the contract directly, it will be able to respond more flexibly to schedule adjustments and on-site issues, thereby accelerating the progress of the project.
Previously, on the 6th, the city held an on-site briefing session with the DL E&C consortium and began full-scale preparations for the project. During the session, participants shared information on the scope of construction, project schedule, and construction conditions, and discussed key issues.
The city anticipates that, if procedures proceed smoothly, construction on the priority section could begin in the first half of next year.
Jung Myunggeun, Mayor of Hwaseong, stated, "To minimize inconvenience caused by administrative delays, the city has decided to directly pursue a negotiated contract for the Dongtan Tram. Through transparent and prompt procedures, we will deliver tangible results that citizens can truly experience."
