On November 6, Kim Seyong, the judge in charge of warrants at the Seoul Eastern District Court, conducted a pretrial detention hearing for Cho, a man in his 60s facing charges including murder. After the hearing, the judge issued an arrest warrant, citing concerns about destruction of evidence and risk of flight.

Cho voluntarily gave up his right to attend the scheduled warrant review that day. As a result, the court decided on his detention based on written submissions instead of the usual in-person hearing with the judge.

Cho is accused of killing one person and seriously injuring two others by attacking association officials with a weapon at a street housing redevelopment association office in Cheonho-dong at around 10:20 a.m. on the 4th. Previously, in July, Cho, who was the former head of the association, had been booked on charges of molesting one of the injured and was dismissed from his position. Four days before the incident, on October 31, the prosecution summarily indicted Cho on charges of forcible molestation.
