Urging Mediation of Conflicts Related to the Goeun-ri Administrative Complex Town
The Planning and Administrative Committee of the Gangwon Provincial Council, chaired by Moon Gwanhyeon, conducted an administrative audit of the Gangwon Development Corporation on the 5th, calling for the restoration of public trust and effective conflict management in relation to the recent issues surrounding the Goeun-ri Administrative Complex Town.

Park Daehyun, Assemblyman representing Hwacheon-gun, inquired whether there had been any separate discussions with Chuncheon City after the final rejection of the Goeun-ri Administrative Complex Town district designation, and pointed out that the reason for rejecting the 4,700-unit apartment complex was due to issues in Chuncheon City's urban master plan.
He also questioned the current stance regarding the relocation of the court and prosecutor’s office sites and urged active inter-agency consultations to address delays in the complex town project.
Kim Wanggyu, Assemblyman representing Yanggu-gun, emphasized that the relocation of the provincial government office and the administrative complex town are inseparable issues, calling for a consistent approach. He also inquired about the scale of fees and the safety management status of the 22 projects related to the regional infrastructure expansion agency business, requesting thorough measures to prevent safety accidents.
Kim Heecheol, Assemblyman representing Chuncheon-si 2nd district, highlighted the lack of improvement in the Ministry of the Interior and Safety’s local public enterprise management evaluation scores, as well as the low ratings in ethical management and debt management. He called for enhanced efforts to secure financial soundness and reduce interest expenses.
Additionally, he criticized the corporation for inadequate basic data verification, noting cases where addresses and factory locations in the contract-related documents submitted by the corporation were inconsistent with the facts.
Park Yunmi, Assemblywoman representing Wonju-si 2nd district, questioned the causes and countermeasures for the "insufficient" feasibility review result regarding the Ududong urban development project and called for measures to secure economic and policy viability.
Ji Gwangcheon, Assemblyman representing Pyeongchang-gun 1st district, pointed out that the rejection of the Goeun-ri Administrative Complex Town district designation was an "excessive demand for supplementation based on issues expected to arise after a considerable period," criticizing Chuncheon City for making overly excessive supplementation requests based on speculation.
Choi Seungsun, Assemblyman representing Gangneung-si 5th district, argued that Chuncheon City’s rejection of the district designation proposal for the Goeun-ri Administrative Complex Town was unjustified.
Chairman Moon Gwanhyeon (Taebaek-si 2nd district) stated, "As the representative public enterprise of the province, the corporation must balance public interest and profitability and establish itself as a trustworthy institution for the residents. Please make efforts to smoothly mediate conflicts with related agencies and build cooperative relationships in connection with the Goeun-ri Administrative Complex Town urban development project."
